I believe the owner has the financial resources to make the repairs and upgrades, and I think that would be a better way to go than encumbering his/my ability to raise rent as appropriate as the weatherization, and other improvements, are made.

My improvements were replacing the furnace, adding c/a and adding duct work to bring basement returns back to the furnace and a/c.

What I've found so far is that it seems to be a bit of a challenge to locate these lists, since most list providers focus on improved property.
