Complex going through a $1 million renovation

Hello,

A town home complex is going through a $1 million renovation this year. New roofs have been done, sidewalks, landscaping, etc. with more improvements to come. Is this a perfect time to buy? I assume this will drive home prices in the near future? Pros/Cons? Will this lead to an increase in HOA fees? I'm looking to purchase an owner occupied investment property and current available units is listed for 205-220k currently (3bed/2.5baths). Current HOA is 292/month.
