I like to usually do a bit of both, you'll need a unit vacant for you - and your going to want to find something with under market rents, thus making the property cheaper - and then you can get the rents up and make more money.

I have met several other investors at these meetings that have given me additional advice and motivation to pursue real estate investing.I am currently in the market for a small 2/3/4 unit house within a 30-minute drive from my office so that I can live cheaper and turn into a committed rental property after fulfilling FHA loan requirements for owner occupation.

That said, the Mitigation Assistance program only applies to those already insured by the FEMA program (you can't have private flood insurance which is usually cheaper).
