If this is all exterior lighting, it would probably be most cost efficient to surface mount the panel and your home runs.

Unless the basement is exposed to the surface an egress window requires excavation and either a preformed concrete steps out of the basement or a poured concrete steps. 

I would not get a general contractor to build your streets or drainage or your retention pond.
