New windows are really not that much efficient than a properly fix old wooden window. 

If you choose to use someone without proper credentials it could devolve very quickly into a very expensive series of repairs.

If I am the live in landlord I feel like I could properly vet my tenants and find someone who we can agree with each other on some of these things, but then what if I move out and put other tenants in the unit and they arent able to agree on what temp to keep the ac, who pays how much of the bills, etc.

What is very important is the final budget and how complete it is or how detailed it is and the anticipated profit with that done.With a $500,000 profit to split everyone deserves their fair share depending on the participation in making things done properly and every bodies involvement. 

I have documentation on 2011 mortgage, my schedule E tax returns since 2011, recent renovations in 2017, insurance covered renovations in 2018 and recent refinance that removed PMI and lowered rate by 0.25% (cashed out some to pay off credit cards).

Finally simply Take Action, figure out what number does make sense for any properly you're interested in and make an offer for that price.

I doubt the police are gonna come hall you away for looking after your neighbor's property but I'd consult the proper people before moving forward.
