People use Angie's list though I never have so can't say if it is actually any good or not.As for your seasonality you will always get your best deals in the winter (say early Nov though New Years since nobody wants to move then, if looking at bank stuff won't be as great once the new years rolls around.  

This can be found via tax rolls, or on your specific county's appraisal district wesbite.
