I agree with partnering up to provide vs providing it yourself.Too much liability IMHO.I know United Rentals has them for rent.

We were also thinking of trying to put a cap for the smaller units since their rate goes up as the $ amount and sqft goes down.

Sounds like you have to update, if necessary, the water heater/furnace to meet the demand for 3 units or buy 3 water heaters/3 furnaces, if there is enough space, so the tenants can be responsible for the water.
