I recommend partnering up with someone reputable who has experience in REI and the time to get work done (the pool of candidates would include Turn Key like you originally suggested).

The owner didn't develop this because it would have pushed the property into the commercial realm at 5+ units and he wanted the next owner to have the flexibility to decide this.

I could also develop a partnership with a builder.

Most of the PM's around here are quite reputable.
