My guess would be because single family attached housing is more common there than in the USA. 

This scenario is common among active duty homeowners facing temporary relocation or PCS.

I have had a tenant in the past who vacated the property with a 30 day notice, but couple months prior to their lease expiration.

Issue them a 3 day notice (or equivalent that's required in your state) if they don't pay rent by the time that notice expires evict them.......Problem solved.Also worth noting that a daily fee may be a no go anyway as most jurisdictions limit the amount of late fees that you can collect. $35-$75/mo is a common limit for properties renting for under $1,000.

I have noticed several 4 unit condo buildings listed on the MLS that are identical to 5 to 10 neighboring buildings.

Serve an eviction notice for the ghost as a “Jane doe” eviction.

The more I look into it, the more convinced I am that she knew precisely what she was doing - which makes me wonder how common this is.

@Scott Brown I believe you have to hold for 30 days and then also give them a notice after that if you’re going to throw out their things.

Upon reviewing the p&s we noticed that tenant A's lease term was changed to expire in May 2019.
