It could be a one time fee or you could sign for a year PM arrangement.

You do this while in the accumulation stage to grow so you're not really worried about cash flow as much as you would in the future. 

I am not sure what rent is in the area but they may just be looking at this as a 5 year rental arrangement with the possibility to purchase. 

In severe situations a landlord can be liable for a tenant to find them temp living arrangements, such as sewer backup as its a health hazard and a bio hazard.Tough to know without all the details.
