You could seek out a private lender who is not a disqualified person to hold a private non-recourse construction loan.Joint venturing between the IRA or another private party not disqualified to the IRA would also possibly work.

I would venture to guess over 90% of members are American and over 90% of all members are in areas that allow pet fees or increased rent.No rule is applicable to every situation.
