Lord willing, my family is going to buy a SFH on an FHA 203K with the intention of rehabbing, owner occupying for 6-12 months, refinancing out of the FHA, moving into another place, renting out the rehabbed SFH to students, pulling equity out and Utilizing another FHA203k for a permanent place for my family.

It may also be better for you to continue to rent until you are somewhere more permanently or at least for a longer period to be able to truly see appreciation (although most say don't base purchase on this).Best wishes with your decision!

I know private and HML do short term loans to have permanent financing put in place by a bank after rental is renovated/stablilized.Do private or HML also provide permanent financing such as a 30 year mortgage.

I'm waiting until I sell my commercial building before I become a permanent resident of Washington.I would like to use my VA loan to buy, but my realtor tells me that unless I move in within 60 days or spend more than 50% of my time up there, VA lenders won't fund it.

I assume from your question that you don't plan to install a permanent system of some sort (like mini-splits), which do work great, but as @Mike McCarthy stated, they are not cheap.
