The reason some tenants are not allowed to supplement an S8 voucher is because they have reported income that does not allow for any supplement....as in zero income or an income below a certain threshold.

If one does, it will be the exception, not the rule.That said, most agents expect 3% these days, though that might be lower in some areas and for some higher-priced houses.
