You could get on the Board and be more active in helping govern the community.If you feel threatened call the police, not the owner / tenant above or the HOA.If you believe the unit above violates some fire code as it relates to the number of occupants call the fire department, not the owner / tenant above or the HOA.If you believe the unit above violates city / state / health department ordinances call that entity, not the owner / tenant above or the HOA.If you believe the unit above violates X regulations call X, not the owner / tenant above or the HOA.That’s the overall logic.
