Some lenders will require as little as 15-20% down (of the total project costs.)

You are definitely able to utilize hard money that doesn't require income 

If you ask the manager to justify a fee and he starts hemming and hawing, move on or require them to remove the fee.

Originally I had planned to get the required permits from the city, but I had a contractor that I work with recommend to not go through the time, money, and headache of the permitting process since it's my primary residence and I can most likely "get away" with it.
