I use scrum daily at my engineering job and I disagree with J Scott above in his assessment that scrum makes things over budget and over time - that's just using it wrong (no true Scottsman, I realize).I do agree with J that it is rather incompatible because you can't have varying degrees of "releasable" house... well... let me contradict myself.

This is the reason: Whenever you type into search engines and ask for 125k and below alot of times the 125k priced home doesn't show up.Also, for what it is worth.

After the market dropped out I started building technology companies and have been doing so ever since.As of recent I have been building a geospatial search engine which aims to simplify working with numerous geospatial data sets (i.e. zoning, overlays, parcel outlines, etc.).

I have done a quite a few subdivision in the Couv.. there is probably more to the story than you relaying here.1. either you don't meet minimum lot density or size2. or as @Wayne Brooks states you don't have enough room for ingress egress.Vancouver affectionately called the Couv is a very tough jurisdiction.. you may want to run this by Olsen engineering there in town and just double check.. over the counter opinions can many times be false positives.. but as a jurisdiction goes I don't care for them.
