Rent is always a function of space, basically a buck a foot - my biggest mistake ten years ago when I bought my first duplex was size. it came down to two properties, and I went for the cheaper one: I could have bought the other one for 15% more money - and 50% more space. 

That’s like taking a step backwards, why get rid of two perfectly functioning bathrooms?

I do not paint for tenants but I make sure everything is clean and functioning.

Making me assume the sump pump was not running/functioning and the water could have been there for even longer.I'm wondering what kind of damage the standing water in the crawl space could have caused. 

Unless replacing those functioning appliances will allow you to raise rent, I wouldn't do it.

I'd start with how much property can you buy (a function of how much $ you have and what type of financing you've arranged to qualify for).
