Foremost, Proper are 2 big ones.Don't skimp and get the place insured properly.

You want to make sure they are properly installed and you don't want tenants moving large appliances in and out of the house as it will cause damage. 

See what kind of leverage you can get, and what resources they will require from you. 

Again, if anyone knows of any resources about building a park and running it, please let me know. 

Construction is mainly CMU, Concrete, and Steel (at least for my projects), and there is a bottle neck of those resources as only few supply the area.

That said, there are alternative ways to meet the requirements, and with proper planning, you might not need to rely on these specific tests if most or all of the participation comes from you during the first year.
