With low mortgage and refinance ,it's like a lock for homeowner *not* to sell.This may change if there're massive layoffs in the public sector, but if unemployment goes up and inflation is up then most likely Fed will restart QE again.

Any massive red flags I'm missing about that city?

Almost every industry in the world nowadays has experienced massive earthquake of radical changes. 

BUT, for flippers who take inventory that cannot be sold as-is, requiring large updates and investments to become livable and desirable, that is massive value.

As are cellular towers, fiber, the internet, the local gas station, vape shop, computer monitors, keyboards, search engines, and just about everything else you can imagine.  

Opportunity to create massive amounts of equity.

Completely different metrics/analysis as opposed to a traditional rental property because you get an additional, massive benefit: shelter.
