I personally would ask the US Government, I guarantee you that their response would be that it's fraud.

Which then puts you at odds between a state which says it is not your primary residence and a federal government which says it is.

I would recommend contacting your local government and requesting a list of properties with back taxes, then start analyzing the areas where you think you can add value.
