I will echo what Chris said about Licensing, check with the real estate board, but make sure you dig a bit sometimes there are ways to do it legally that are faster if you have to get a RE Lic. and take a bunch of classes.

Even if you temporarily get it removed, it will come through the concrete unless you've waterproofed the concrete.For the temprary part, you need to dig a big enough hole to give the water somewhere else to go and then stick a pump down there to keep it away while you're going your foundation work.
