We removed all damp drywall on ceiling and wall plus damp insulation.

The area doesn't appear to be damp but this is an exterior wall and we received a good amount of rain last week.Any idea what this could be and how to go about fixing the issue?

Here’s what I learned: if you are doing some the work yourself, and you have painting on your list and refinishing the hardwood floors, don’t waste a second thinking about putting down drop cloths over those hardwood floors.

Keep calling to ask someone else, or better yet: put on your working class outfit (not you investor/know it all clothes!) 

The homeowners literally abandoned the home and left so many things from the couch, pots & pans, canned foods, clothing, and a litterbox full of poop.  

I don't force my dream on her, rather I just ask that she supports me (Which she does), and I support her (She has a business making t-shirts and clothing).

Also keep in mind that if the basement is below grade it won't meet minimum standards of fitness for human habitation:"No room or area in a dwelling may be used for habitation if more than 1⁄2 of its floor-to-ceiling height is below the average grade of the adjoining ground and is subject to chronic dampness."

Not yet, but the inspector said that he's sure it's there because of all the photos of actual "green" growth and the moisture and damp wood rot throughout the house where there had not been rain or snow this winter.
