If you were a sketchy person-- maybe on drugs, alcohol, with mental instability, or with other issues-- and suddenly you get to live rent free for months, would you pay? 

Usually, CPS funds are for "resettlement and stabilization" of a family, so perhaps a family moving away from an abusive adult, resettling after the parent completed an alcohol or drug program, or moving the family to somewhere where they have family supports (grandparents, healthcare, etc.).

Your sample is only 1 person in one city.Sample a few thousand, and in places like Detroit, Cleveland, and Newark, etc...and that might change the outcome a bit.But like any other renter, there is also the 'Luck of the Draw", they look good now, they look good in the past, but job loss, or alcoholism, or drugs leads to their downfall.Just my 2 cents.

I imagine in a tourist town, there is a lot of alcohol-related, petty theft type stuff...

Hes trying to House Hack and tenant turned out to be a full blown alcoholic.

The tenants are OK but one is a raving alcoholic and his drunken, ranting phone calls are cumbersome.

You can even legally restrict alcohol if you want to get real nasty.I live in a state where firearms are everywhere yet we manage to not kill each other like they do in Chicago or Baltimore where firearms are restricted.

I sure would hate for some drug addict to come at you with a dirty needle, an alcoholic boyfriend take the pistol to you, and then we all see your blurred body, with the cameras zoomed on in your bloody, lifeless foot on an episode of First 48.I had a boyfriend get loud with my property manager on my last eviction, and this wasn't even a desperate squatter that broke in.
