Short term regulations are becoming more and more restrictive here so we are looking to purchase outside LA County and invest in Riverside, Ventura and/or San Diego county.

As a matter of fact, I wouldn't remodel then either....I used to do this as a GC in San Diego, and found that it rarely, if ever, pays for itself.

I do rehabs in San Diego where my purchase price is usually from 900k to 1.3 million and I try to make 20% of the purchase price per deal and try to do 5-6 deals per year (if I can find them which is becoming harder).
