If there is no way to throttle, how can i monitor the energy consumption from each tenant? 

I have created a budget for us that I monitor month-to-month.

Like a fishing guide's GPS numbers to the best fishing spots or a realtor's knowledge of really good deals on FSBO properties, this info is not shared openly, but eventually disclosed of course once hired.  

If my tenant's usage is 600 gallons per day, on the high end, instead of 344/day, the actual usage, my water charges would run almost $1,200 every 3 months for the duplex, or $400 month for the duplex, coming to $200/month per unit.I just recently change the billing to monthly to more closely monitor things.

They can monitor escrow for you as well among other things.

The plan is to monitor with Arduino-based moisture probes and RPi 'dispatcher', which drives a pump via sonoff switches.

That we are not going to look the other way, that we enforce our agreements.It is very difficult to monitor, hard to prove whether people are truly living there or just there a lot.

No, the numbers may not be great (as flips go, saying this deal is not great is an understatement), but the house is right next to your primary residence and you can monitor the work easily saving a lot of hassle.
