Probably well over 1/2 of the auctions don't happen because they get cancelled by the courts for one reason or another.  

Well, 14 days later and 14 requests later I still don't have it and still can't close on my refinance deal.

It will depend on the state but typically in order for a lien to be valid they will need to show a contract with the owner as well as properly name the owner in the suit.
