I don't think a list of these properties exist, I think you need to beat the streets and find a seller willing to do this. 

Scammers need an address and nice frontal  photo.I went to just providing cross streets a long time ago. 

That street in Particular has a mix of both some very nice properties and some that need work.

DIP plumbing is just expensive, especially when it fails in the street as the city is not going to repair it. 

Check actual rents against sites like apartments.com or a PM, NOT RentoMeter in places where people say it's street to street.
