It's hard to advise you without having all the details, but you need to find out why the seller is hesitating and dragging his feet so you can figure out a solution that works for everybody.

I agree I shouldn't bear the cost of this but I am sure it will become an issue with my tenants when I rent this place out and was looking for a solution beforehand. 

I would use the words "in my Opinion"  Like this solution This is my opinion.

I recommend contacting a real estate attorney, because adding it to the current trust would be the easiest solution.  

My main concern is monitoring the exterior property while the property is vacant.

If someone is just going to take your bank transactions and add it to an software and tag - it may be a solution for you, if you are OK with it. 

The easiest solution is to pull the TX docs from the Fannie Mae website.

Although I understand kids are hard to monitor all the time!!!  

He came back with nothing, as he did not see any sign of leak ( no peeling of wall paint).Solution: Tomorrow, I am planning to inspect myself and try to find root cause of the problem.
