I don't think that choosing to purposely delay the date of which the rental is first available by choice makes it "in service" at the time of that choice

You have two choices here of what to do with it:1 - Spend it all in one place, and you put all of your properties at risk (not just the ones you are talking about closing on here) if the number of rents not paid, and thus monthly expenses not covered from those rents, is greater than your cash available to cover those expenses.2 - Buy these two properties with 20% down, and you have the other 80% of the cash still available to cover the problem(s) stated in #1.

I concur with Matt on the technicality, at least as it applies to San Diego.Personally, I am doing the following for my residential projects (2-4 unit rehab/builds):Paused the start of construction on new projects till at least end of month (though planning and coordinating is still going).Made it clear to any of the subs and workers involved that it's their choice whether they want to work during this time or not.
