My product is slightly different, it's more about connecting borrowers to lenders, so I don't think I need to learn about Fannie Mae at this point.

Easy answer - NoThe tenant should be able to cool their unit/home to 70 if they would like, if the A/C will not compete with that and stops working because of that then the landlord will be responsible for fixing/replacing it!
