I wouldn't touch Cleveland personally it can't and shouldn't' be compared from an ARV potential it's a cash flow market strictly. you can't do the strategy you are talking about when the average home is more than 60 years old in Cleveland and sells for $120k or less. hard to change those economics.

But the market du jour is clearly Charlotte, with nearly every owner/aggregator we talked to interested in this market.

(I know, I know, it's not sexy to talk appreciation, but that's where the big gains are when you hold long enough.)All that said, anything that gets you excited about real estate and gets you engaged is a good thing, so if this is the thing that lights your fire, go for it. 

.$100,000 - $300,000 is standard and sufficient but talk to your insurance agent and they will help you get clear.

Sounds like you already know the area well but I'm happy to talk shop anytime.
