The lowest rates through Citizens are about $1500 with roof clips or straps, $2500 without for a basic 2 BR home.  

@Dean Letfus Being an Australian citizen, knowing New Zealand very well and having friends who have invested there, I respectfully totally disagree with Dean's view of the New Zealand market.

They give the same terms as US citizens generally as they use your CAN credit score. 

My civilian boss and reporting senior (one or two star) don't care as long as my work gets done.

You will either need a solid balance sheet and impeccable bank relationships or, ideally, work with an American citizen/partner with experience who can facilitate you on the lending side - agency or conventional.

I am a retired 63-year-old military veteran considering giving a rental property to my only son, a 22-year-old senior in college.

I do believe though a model with sub too does pose more risk ( as remote as it is ) but there is always a risk of the senior loan being called..

My guess is you are dealing with counter review staff, but your engineer needs to elevate this to senior staff who can make an alternative decision.
