After a long conversation with their team about 5 months ago about the very complaints listed above, they promised me (as a daily user of CI) they would fix the problem.

I can’t work with interest due to personal preferences so I don’t know what option will work the best for me. 

But also a conversation with the City that it will be permitted in, to understand all requirements that you will be responsible for. 

The seller has pulled back and is not interested in meeting in person at this time.

Note a condo conversion and/or coop/TIC already permitted this but financing may have more options than TIC And process may be easier than a condo conversion   Condo conversions and TIC have been done for decades/years respectively.  

It's for a duplex (no personal use) DTI and everything is good.

My personal advice is cut your losses and move on. 

I would have a conversation with them cordially and issue the 30-day notice to vacate.
