They will be running pipes from the down spout, under ground, through my yard to my back woods which is sloped and is on property I own.I'm more concerned with the liability of a neighbor working on the property I own under an LLC.

You can try neighboring states first, but I wouldn't get to hung up on proximity since the goal is to have a good team established first that will be your boots on the ground, starting with a property management company.
