The neighborhood is undergoing a revival due to its super convenient, central location and amazing architecture so there is a lot of potential for appreciation in the area for a buy-and-hold.You will definitely want to start with finding a GOOD realtor.

Anyway, you really can't build Single Family for under $120,000 anywhere near "bigger" cities/towns and make much margin (builders).This applies to within about 20 to 30 miles of a central, core City.
