As long as this thread has been revived, just another data point: I'm replacing about 50' of both the main water line (1.5") and the sewer line (4") during a new construction project in Maryland, and I've gotten two bids from very reputable contractors (one a utility contractor recommended to me by the head of utilities for my county) for between $2200-2300 total.
