You can negotiate better price on volume. 

I understand that everything is up for negotiations but im curious what a typical arrangement is like on that example?

check your local ordinance as here it is 1.5 parking spaces per unit, also check the lease agreement if it does not clearly state 2 spot allowance then they arent entitled to it , so youll just want to negotiate that, but try and have the current owner do that as they already have a preexisting relationship and if you are moving in, the last thing you want is angry tenants next to you

If you are using HML then that should be good to start with and put some skin in the game but you have to know how to negotiate your HML.
