The CPA's above seem to have answered your question comprehensively, and just to summarize, you don't necessarily have you wait 5 full years, just fulfill 2 years of primary occupancy *within* the last 5 years. 

He said it has certainly calmed down a bit in the last year and a half to 2 years but that it may get rowdy again when the trouble makers are released from prison or find their way back.

Last I checked, I think there has to be a set unit count that you have before you would be able to use it, not too sure on that though!
