I had a conversation today with @Mike D'Arrigo who walked me through a lot of Kansas City in general, and this neighborhood in particular since he is familiar with it, and we discovered something interesting - this particular property appears to be in a lovely tiny pocket of very nice homes, but is surrounded by homes that are not comparable (e.g. it's something like an A- house on an A- street surrounded by B- properties).  

You've got to discover the financial impact or economic value of the problem.

At this point in the game I have at least discovered what actually can be made possible through an open & honest line of communicationOne of; if not my very first objective on this site is to build strong, lasting business relationships for more than just myself but for all of whom I come in contact with that I find to be; I’ve used the phrase before “quality professionals”.

The institutional side of real estate is cracking down as well, banks, title companies and organizations like the NRA, ALTA, ABA, are having issues with contract assignments by parties that don't have the ability to buy.   

There are ways to sue a governmental institution, I forget if it is section 1983 or 1984.

Recently discovered the landlord has been pocketing my rent.

Quick update on our live in flip project:  Unfortunately we discovered some water damage due to a faulty grout job in the downstairs bathroom surround, so we've had to regrout, replace drywall and trim, and repaint in the downstairs this past week.
