I am a fan of waterproofing on the exterior, french drains,  and sump pits but in this case I would start with xypex cementious mortar and apply it over the cracks and area.

And, it frequently means that the borrower does not have skin in the game, which increases the likelihood that the borrower would abandon the deal, leaving a half completed rehab.
