People don't want to be "sold" anything They want to be "educated" with all the facts and they'll make a decision based on those facts and if the product is beneficial to them.   

Are the lots in the platted neighborhood owned by a developer or by individuals?

About five individuals will have a capital stake in this flip.   

I have tried reaching out to several listing agents that say the seller is motivated or that seller financing is available and they either never reply or they have terms that require a large down payment of 20%+.

Because this product, as long as you secure long term debt, will give you steady cash flow, appreciate, and provide a ton of great tax-saving benefits.  

Yes, I'm looking for any misc. companies that provide public records on seller carry backs, "private" notes, whatever you want to call them as long as they're owned by an individual or small/mid company.

How you structure it will depend on your individual situation.

My focus has moreso been on buying the right product that I can manage and mantain cost effectively.
