In Texas you have to have your real estate license for 4 years before you can sit for you brokers license.I would suggest getting your RE license and then working with a PM company for the next 3 years so you can get your brokers license. 

There are a lot of investors who have deals but are looking for additional capital, Start networking and find someone willing to JV, make sure you vet the deal and investor well and create a legal agreement for the partnership (have an attorney review before you proceed)
