If they are cooking when I go by they will give me a plate of food big enough to feed 2 people.

Luck ONLY dictates our starting line and what the hurdles will look like, EVERYONE has hurdles, nobody get's a clear path it's just the excuses people feed themselves to do nothing that breeds to wine of "oh well so & so doesn't have to deal with....." yeah well so-and-so doesn't have some of your advantages either.

One of those inspirational FB memes came up in my feed yesterday, and it's basic sentiment was that at some point, you just have to do it scared. 

We produce enough food in the world to feed every human 3 times over, so why do some starve?

So, upping the feed into the house won't help.Maybe its something wrong with the wiring --- probably not so likely if the other half of the duplex is okay.What is age of the house?

I had a random person tell me "If anyone I know was approached by someone taking advantage of their situation, I would feed them to the pigs"..
