My understanding of this agreement as you laid out, they are his employees.  

this is a big debate subject on the whole wholesaling of property throughout BP  most wholesalers violate the rules in some manner but do it any way its just to hard to police, unless your turned in Like some have been in Ohio or Florida.You could simply hire them as an employee of course as long as they are not quoting terms or other duties .. that is what I did for years with my telemarketing team that worked leads for us.. they got checks and I paid tax's on them.  

My goal is to be doing 1 fix and flip per month while keeping my options open for other real estate deals that come up.Real Estate investing is new to me even though I've been around residential and light commercial construction/renovation my entire working life as a landscape contractor or employee. 

I'm in the process of hiring for my team, and want to do some background checking on applicants for my property manager position.How have you done background checking for these types of employees?

The increasing Government workforce and Corporate sector employees makes this area worthwhile in providing your cash flow needs.

The optimism of expecting a government employee to be reasonable, and that they must do something.

Generally the minimum is 60 units or more in order to generate the kind of cash you need to afford an office employee and one or two maintenance people.  

While I was investigating Arbitration in RE Contracts I came across some legal notes pertaining to whistleblowers and informants, I believe it's covered in Section 599 of the Dodd Frank Act and an option available for years under the SEC.While the whistleblower program is targeting employees of companies encouraging them to come forward about wrong doing, a court of appeal opens the door to anyone who has information of wrongdoing.
