@Jackie F. there is a tax status called a "Dealer"   which is very negative if you are categorized that way by the IRS. 

This may be a property where you MIGHT have to follow up in 3-6 months to see what the status is with the realtor.

You can do everything required to get your license, have it on an inactive status and then find a broker to hang your license on.
