Are there older photos you can review to see if its a stable condition or worsening.If it's placed concreted, it could've been a form blowout or perhaps they knocked the form at an angle.

[B] It seems logical to call both renters and:-- for renter [1] advise of the dog noise issue and say it needs to be less noisy, -- for renter [2] advise that #1 has been advised and to please call back if another issue.Also renter [2] might want to knock on the door of #1 and discuss the situation.
