I would start by asking your employer 401k administrator for a copy of the plan's "Basic Plan Document" as it will detail whether your the plan allows for it and if they will allow for the immediate conversion of just the after-tax funds to a Roth IRA even if you are still working for that employer that sponsors that 401k plan. 

Leadership at these administrative agencies have no incentive to make it efficient for property owners since there is no competing agency to go through.

Historically, I try to buy REOs from the MLS from the Veteran's Administration, Chase Bank, etc.

Look at their budget vs. endowment, their spending on administration vs facualty, are they over building facilities?

Talk to the city administrator or assistant about your plans.
