My understanding after doing my research is that there’s supposed to be an HAP contract between the PHA and the owner, and a lease between the owner and the tenant, but they refer to everything as the lease.

I thought that when referring to CoCROI one was not supposed to include the mortgage payment but I've seen people such as Brandon do it when comparing an investment to the stock market in one of his YouTube videos.Thanks!
