You have given them plenty of options and the ability to act like a decent human and they just aren't capable. 

The Beta's (homeless advocates) felt this was an unjust assault on the human rights of the homeless by not letting people live on the streets if they wanted to, and criminalizing the homeless was also unjust.

For the new installations where there were not windows we went to Habitat for humanity and got some nice quality brand new windows in the sizes we wanted and now the house has new windows for penny's on the dollar.  

Of course, human beings have problems they cannot choose like illness or accidents, but actively choosing the life you want to lead, knowing you are taking on the problems that come with that life choice, can make it much easier to bear the problems that arise like, for me, tenant issues or a delay in closing or down time when you have to save for a down payment on your next rental and it's taking longer than you want.

All you'll get is pro-California investors saying stay put, like myself, vs out of state investors and turn-key suckers telling you to buy 2,000 miles away in a pathetically poor appreciating market with sub-human tenants.
