If you don't have to mess with the structural component : don't- its not worth it many times from a time-perspective.

I think when people consider section 8 they get hyper focused on the renter or cash flow component but often neglect the asset component of the investment.

Check all three bids and compare them to each other to make sure they all priced the same scope, have all the required components and double check that there aren't any exclusions noted.

I think instead I'd try to break it down into the separate components.

The responsibility for filing the Form 1099 is on the organization paying for the services (each state component).

The points you mention above that outlines "work needed" is pretty accurate but keep in mind that some of those are one and done components so just do it and check it off your list.
